Compare from the left
First compare the number of digits in the usual notation for nonnegative whole numbers. More digits means a larger number. If the lengths match, compare hundreds, then tens, then ones. The first different digit decides.
Read the sign as a sentence
Read 438 < 483 as 438 is less than 483. The open side of the sign faces the larger number. The equals sign means both sides have the same value, even when written differently.
Neighbouring numbers
The previous whole number is one less; the next whole number is one more. Before 600 comes 599, and after it comes 601. Crossing a hundred can change several digits.
